David leads OKI's internationally recognized and award-winning GIS Department, overseeing the strategic implementation and operation of GIS technologies across the Council's eight-county region. Under his leadership, the team maintains comprehensive regional datasets and develops sophisticated analytic applications that drive data-informed decision-making for transportation and environmental planning initiatives throughout Greater Cincinnati.
David is at the forefront of integrating artificial intelligence with geospatial analysis, developing innovative AI solutions including chatbots for improved data accessibility and automated image detection and extraction systems for processing aerial photography. These AI applications enhance the efficiency and accuracy of regional planning and analysis workflows.
As OKI's leading expert on electric vehicle infrastructure and deployment, David provides strategic guidance on all aspects of EV adoption—from optimal charging station placement and site selection analysis to fleet electrification strategies. His expertise spans both the technical and policy dimensions of sustainable transportation planning. David holds a Masters of Community Planning degree and a Bachelor of Arts degree in Geography, both from the University of Cincinnati. David holds a Part 107 Remote Pilot's license from the Federal Aviation Administration.
